1、項目定位 Project Positioning

　　“人類細胞譜係大科學研究設施”項目由中科院廣州生物醫藥與健康研究院承建，廣州醫科大學（呼吸疾病國家重點實驗室）、生物島實驗室聯合共建，是通過人類細胞譜係鑒定解析與繪製重現，支撐突發新發呼吸係統疾病的機理探尋、高效診斷和醫學治療的大科學研究裝置。

　　The project “the human cell lineage facility ” is constructed by Guangzhou Institutes of Biomedicine and Health, Chinese Academy of Sciences and jointly built with Guangzhou Medical University (State Key Laboratory of Respiratory Diseases) and Bioland Laboratory, this large scientific research facility is built for exploring the mechanism for underpinning the sudden onset of respiratory disease and providing the efficient diagnosis and medical treatment through the analysis and rendering of human cell lineage identification.

　　人類細胞譜係大科學研究設施（一期）研發樓建設工程項目規劃用地麵積10029平方米，建築麵積31200平方米，建築內容包括研發樓及其配套公用設施。該研發樓主要用於大設施核心技術和關鍵設備的研發。

　　The planned construction area of the research building of the human cell lineage facility (Phase I) is 10029 square meters, the building area is 31200 square meters, the construction covers research building and its supporting public facilities. This research building will be used for researching and developing the core technology and key equipment for large facilities.

2、項目概況 Project Overview

　　項目位於廣州國際生物島西側螺旋二路以北、星漢二路以西。項目投資總額27481萬元。其中工程建安費限額24000萬元，資金來源為地方財政資金。本次設計招標最高投標限價645.64萬元，采取包幹製。

　　This project is located in Guangzhou International Bio Island, the north of Luoxuan 2nd Road and the west of Xinghan 2nd Road. The total investment is 274.81 million yuan, the construction and installation costs of the project are maximum 240 million yuan which is sponsored by the local financial funds.The maximum bidding price is 6.4564 million yuan with the contract-system.

3、主要設計內容 The Main Design Content

　　本次設計招標包括規劃用地麵積4.0765萬平方米的園區整體概念設計，以及規劃用地麵積10029平方米的一期設施研發樓及其相關配套建築的建設方案、初步設計、施工圖設計、編製工程概算及竣工圖。

　　The construction design tender includes the overall concept design of the park where covers a planned area of 4.0765 square kilometers and the construction plan, initial design, construction drawing design, engineering design budget and as-built drawing of the research building (Phase I) and its supporting public facilities where convers a planned area of 10029 square kilometers.

4、招標內容 Tender Content

　　招標內容包含：園區整體概念設計及一期工程方案設計、修建性詳細規劃、方案修改或設計、初步設計、施工圖設計、編製工程概算、編製施工圖預算、現場指導與監督、編製竣工圖。包括但不限於如下專業內容：規劃、總圖、建築、結構、電氣、給排水、通風與空調、室內設計、建築智能化、消防、園林景觀、綠色建築（公共建築2星）、電梯、鋼結構、幕牆、道路（包括路口開設）、人防、泛光照明、標識係統、綜合管溝、建設用地範圍外的管線接入、實驗室。

　　The scope of tender: the overall concept design and engineering design of phase I, site plan, plan modification or design, initial design, construction drawing design, engineering design budget, construction drawing budget, on-site instruction and supervision and the as-built drawing, , including but not limited to the following professional areas: planning, master plan, architecture, structural, electrical, water supply and drainage, ventilation and air conditioning, interior design, intelligent building, fire protection, landscape, green building (2 stars for public buildings), elevator, steel structure, curtain wall, road with intersection, civil air defense, floodlighting, signage system, utility tunnel, outside pipeline connection, laboratory.

5、招標文件下載 Tender Document Download

　　2021年2月2日至2021年3月4日的上午9：30～11：30，下午13：30～16：00，由申請人登錄廣州公共資源交易中心網站（http//www.gzggzy.cn）下載電子招標文件,本項目招標文件隨招標公告一並在廣州公共資源交易中心網站發布,招標文件一經在廣州公共資源交易中心發布，視為送達給投標人，招標文件由投標人自行在廣州公共資源交易中心網站下載。

　　The applicant should log in the website of Guangzhou Public Resources Trading Center (http// www.gzggzy.cn ）from February 2 to March 6, 2021（9:30-11:30 am, 13:30-16:00pm） for downloading the electronic tender documents. The tender documents of this project will be published on the website of Guangzhou Public Resources Trading Center together with the tender announcement. Once the tender documents are published in Guangzhou Public Resources Trading Center, they will be deemed to be delivered to the tender, and the tender documents will be downloaded by the tender themselves on the website of Guangzhou Public Resources Trading Center.

6、設計補償費 Design Compensation Fee

　　項目補償費設置如下：

評審排序第1名 First finalist	3萬元人民幣 30000 yuan
評審排序第2名和第3名 Second and third finalist	2萬元人民幣 20000 yuan each
評審排序第4至8名 4th-8th finalists	1萬元人民幣 10000 yuan each

　　投標人遞交的設計方案及效果圖的產權歸招標人所有，中標人不予補償。

　　The property right of design scheme and effect drawing submitted by the bidder belongs to the tenderer, the successful bidder will not be compensated.
